The TURI public workshop on 21 March 2011 focused on two aspects: The first part dealt with the recent tendencies towards decentralisation of collective bargaining. In this respect, the results of a recent Eurofound research project on sector-level bargaining and possibilities for deviations at company level were presented. During the second part of the workshop there were presentations on the impact of the economic crisis on collective bargaining and wage developments in Europe.

European Responses to the Crisis and Alternatives to GDP as an Element of a Paradigm Shift

The network of trade union-related research institutes (TURI) held its first seminar on the financial and economic crisis in the beginning of December last year. Whereas this first seminar concentrated on the causes and repercussions of the crisis (more information), the second event organised by the network in this context on 29 June 2009 in the ITUH in Brussels has focused on the governmental responses to the crisis, the so called national stimulus packages or recovery plans, which have been critically assessed, particularly in relation to labour market and green measures (first session). As main document for the debate served the report prepared by ETUI researcher Andrew Watt, with the collaboration of the TURI network, which has just been published as ETUI Working Paper.

When discussing different ways which should lead us out of the crisis and into a society based on a new paradigm, one of the fundamental issues that arises in this debate concerns alternatives to current measures of economic performance and particularly those based on GDP which is the object of a long-standing contest (second session).

The conference will focus on the development of EU legislation intersecting free movement of services law and the regulation of posting of workers with a multifaceted perspective. The interaction between ECJ case law and the framing and construction of key Directives, the Posted Workers Directive and the Services Directive, is one central aspect. Another is the interconnecting issues and processes pertaining to the interplay between the different institutions and organised actors shaping supra-national decision-making. Speakers will address these issues with particular reference to the impact of legislation and case law in the field of cross-border provision of services, at this conference which brings together leading legal and industrial relations scholars from a number of European countries.

The new project is initiated by SALTSA and is run by a small discussion group working in close connection with the TURI network. The subject for discussion is the crucial issue of what EU-policies will be formulated after Lisbon 2010. A first meeting was held in Brussels in March and a second will be held in Istanbul in December. The ambition is to declare a position that hopefully can serve as a constructive input for a further and wider discussion among policy makers, social partners and researchers and as an input for policy action. The result of the discussion will be published in the form of a short report which will be presented at a conference in Brussels in spring 2010.

The network of Trade Union-related Research Institutes (TURI) launched the first round of the TURI mobility support in January 2009. The provision aims at enhancing the capacity building aspect of the network by supporting the exchange of knowledge and expertise between the participating institutes and thereby creating a real community of trade union related experts at the EU level. The main idea of the mobility support is that researchers from the TURI members (and under conditions external researchers, see call) are hereby given the possibility to spend between one and three months at one of the following TURI host institutes: ETUI (Brussels), OSE (Brussels), IRES (Paris), LRD (London), Fundacion 1° de Mayo (Madrid), Sindnova (Rome), IRES Rome (Rome), Hans Böckler Stiftung (Düsseldorf), WSI (Düsseldorf) and IMK (Düsseldorf).

A first outcome of the workshop on 'Climate change and Trade Unions' that was held on 15 October 2008 in Brussels, was the decision to set up a database, as part of the TURI website, containing relevant documents on this issue. The aim is to put together everything that has been published so far and especially the studies and projects the partner institutes have been working on in order to share knowledge, ideas and methodology. As it has been pointed out that language is often a problem, we will try to provide a short summary in English for the documents in other languages. Through the collaboration of the participants in the workshop a mapping exercise will be carried out in terms of available research but also in terms of trade union practices and policies at the work place and the results will be published on the specific section of the TURI website. To access this section, please click here.
