Short description

The Labour Institute has been created in 1990 with the aim to systematically contribute to social and political intervention of the Greek labour movement based on scientific justification. Ever since its main tasks consist of:

- Research and study on the themes that are of interest to Greek Economy and Social Policy, the Greek General Confederation of Greece (GSEE), the trade unions that are members of the confederation, at the regional as well as at sectoral and industry level, but also all employees, unemployed and even the retired in the country.

- The planning, realisation and the development of the programmes

a) of professional training and b) of support for the most vulnerable groups of the population.

- The planning and the realisation of seminars and training programmes for trade unionists at the national and European level.

The institute is spread out all over the country, but its main location is in Athens. It regroups regional, sectoral and industry labour institutes. The board of Administrator and the Scientific Director of the Institute are located in Athens, where around 60 people are working, whereas for the whole country the employees amount to around 110. The Labour Institute is auto-financed; it applies for national and European programmes.

INE has divided its research activities into five areas:

4) Vocational and trade unions' training (Contact person: Vasilis Papadogambros)

5) Eastern and Balkan countries (Contact person: Savas Robolis)

Work programme, strategic plan, projects

With regard to the work programme 2009-2010, the principal axes of scientific activity of the institute cover different research areas such as: Greek and European economy, regional development, labour market, work, unemployment, industrial relations, health and social protection, trade unions’ organisation and representation, competition, new technologies and innovation, economic policy of the industries, immigration, professional training, education, public sector.

More concrete, the 2009-2010 work programme will focus on the following aspects:

1. Studies and research concerning economic, social and employment policies

- Annual Report on Greek Economy and Employment

- Annual Report on Industrial Relations in Europe and Greece

- Industrial Relations Observatory (correspondent of EIRO)

- Monthly Monitoring of Dismissals and Suspensions

- The right to citizenship and social rights

- Green Economy, Social Cohesion, Employment

- Economic Migrations Observatory

- Study on Migration and Migration policy in Greece

- Industrial Relations on the Cleaning Sector

- Monitoring the Indicators of Competitiveness of Economy

- Cost of Labour and Competitiveness in Greece

- Effects of privatisations and deregulations in the services of general interest

- Quality of Health Services

- Account of the realisations of the National Reform Programme in the framework of the Lisbon strategy (under the responsibility of the Greek Economic and Social Committee)

- Greek Labour Market: Monitoring and Alterations 1998-2010

- Alterations in the Labour Market

- Study on the perspectives of the social security system in Greece and support of the work of the trade unions in this respect

2. Activities concerning South-East Europe and the Balkans

- Report on the employment economy in Moldavia 2009

- Report on the employment economy in Romania 2009 in cooperation with ANPE and the Romanian Labour Institute

- Report on the employment economy in Bulgaria 2009 in cooperation with ANPE and the Bulgarian Labour Institute

- Report on the employment economy in Russia 2009 in cooperation with ANPE and the Russian Labour Institute

- Report on the perspectives of the Russian economy 2009 in cooperation with the Economic School Lomonosof in Moscow

- A new project has recently been launched aiming at the preparation of a report on the perspectives for the period of 50 years of the social security system in Bulgaria and Russia 2010

3. Trade unionists’ training and information

- Organisation of 10 units of trade union training in the whole country in relation to employment policies, industrial relations, remuneration system, social security system, the hygienic and the security at the work place, informatics, migration policy, education policy, professions and the labour law

- Organisation of alternative training programmes for trade unionists

- Organisation of seminars for trade union training in cooperation with ETUI on themes of European interest

- Organisation of seminars for trade union training for the members of the trade union federations and the work centres on issues related to the present economic and social situation

4. Programmes for ‘Lifelong learning’, vocational training

- Realisation of 90 training programmes for employees in the whole country aiming at enriching their skills and improving their productivity

- Realisation of 80 professional training programmes for the unemployed in the whole country

- Realisation of 5 common programmes on ‘tele-training’ for the unemployed and the disabled concerning basic computer skills

- Realisation of 6 training programmes for trainers of adults in the framework of lifelong learning

- Realisation of a programme aimed at the creation of a systemic description of professions

In 2008 for the first time there were organised monthly discussion series on different topics related to the research areas of the institute.

INE/GSEE is the national correspondent for the observatories network (EIRO, ERM, EWCO) of the European Foundation for the Improvement of Living and Working Conditions (Dublin).
